Job description

Functionally reports to: Planning Division Manger

Operationally reports to: Project Manager; Project Control Manager or Lead Planning Engineer

The Senior Planning Engineer is in charge of rendering Planning, Scheduling and Monitoring services effectively and as per Technip Planning Procedures and contract requirements. He is responsible for highlighting areas of concerns and solutions to help achieve a successful and timely completion of Projects. He follows up closely with vendors and subcontractors on the execution of project Procurement and Manufacturing schedules, maintaining close liaisons with Technip's Procurement Division and Inspection Unit at all times for proper follow-up.

1. For assigned projects, the Planning Engineer is in charge of setting up:

- Project Calendar

- Planning Procedures

- Progress Measurement procedures

- Reporting procedures

- Work Breakdown Structure (WBS)

- OBS

He is in charge of creating the 2 key schedules per project phase:

- Procurement Schedule: from Material Requisition till Purchase Order Placement

- Manufacturing Schedule: from Purchase Order Placement till Material receipt

2. Discusses the outcome of the above planning in terms of schedules and procedures with the Project Manager and / or Lead Discipline Engineers in order to achieve a final project plan.

3. Regularly reviews the manpower plan to check compliance with Contract Terms & Conditions;

4. Incorporates team comments and issues final schedule to Client for approval; Holds discussions with Client representatives over the schedule and incorporates comments into the schedule; Issues the final Implementation Plan.

5. Participates in the negotiations on project control aspects with Vendors and Contractors; Reviews and comment on Contractors' and Vendors' schedules; Issues revised schedules including corrective actions.

6. Prepares progress measurement procedures for all phases of the project including determination of weight factors.

7. Collects and compiles back-up data for project statistics and ratio calculations.

8. Undertakes project follow-up of progress monitoring, working to update the project schedule with actual input and activity progress; Issues the updated schedule status along with the trend analysis schedule showing forecast dates for group information purposes.

9. Provides assistance to the Project Manager on project delays, reasons and corrective action suggestions

10. Sets up and issues the Document Register; Prepares Level 3 List and Document Register using JANUS or MS Access.

11. Prepares Planning attachments for Weekly Progress Reports; Issues feedback to Project Managers for onward transmission to client;

12. Prepares and issues Planning attachments for Monthly Progress Reports. These include:

- Updated Project schedule

- Updated Document register

- Progress Statistics

- Progress S - curves covering all phases of the project

- Manpower Histograms

- Milestones Status Report

- Exceptional reports such as " Activity Behind Schedule" or the "Activity Due Plan" for the following week or month.

13. Prepares a detailed network using project management software (such as MS Project or Primavera); Ensures the update and maintenance of Planning software applications

14. Reviews and comments on vendor schedules, as well as progress reports for various purchase orders; Monitors timely execution of such orders closely; Informs the Project Manager in case of delay and suggests corrective actions.

15. When assigned a Lead Planning Engineer position, takes charge of preparing the Engineering Document Register and the Procurement Document Register inclusive of all basic overall schedules (Levels 0,1 and 2) as well as Detailed Schedules (Level 3).

16. Reviews Construction contractors' schedules and Progress Reports, provides comments and suggests corrective action.

17. Contributes towards implementing both company and client HSE Management System objectives and procedures.

18. Complies with corporate Quality standards as stipulated in the Quality Manual and its ensuing procedures

19. Complies with the applicable company procedures for this Division as they are documented in the relevant DWP documentation.

Additional information :

Educational Degrees and Certifications

University or Higher Education: Engineering Degree or Equivalent

Computer Skills MS Project, Primavera, MS Access, MS Office

Experience

Minimum Time of Related Experience: 10 years

- At least 3 years in a managerial role.

- More than 5 yeas in a direct planning function for a construction or engineering firm of significance

- Must have worked on at least 1 to 2 EPC (LSTK) contracts

- OFFSHORE experience is a MUST.
